Oakland County has joined the Lean & Green Michigan PACE program. As a result, 62 percent of Michigan residents are now covered by PACE (Property Assessed Clean Energy), a program that offsets the upfront costs of energy efficiency upgrades through a special property tax assessment.
PACE helps businesses finance energy efficiency and renewable energy projects that save money in the long run but require expensive investment up front. It allows property owners this ability through a special property tax assessment with local governments. The tax assessment then frees up lenders' ability to provide up to 20-year, low rate, fixed-interest loans. Andy Levin, president of and managing partner of Levin Energy Partners, believes that the addition of Oakland County creates a critical mass of statewide involvement. The group will now spend more time on speaking to and educating property owners on the benefits of the program. 'The fundamental thing is that PACE is above and beyond politics.
It's a straight-up pro-business idea,' says Levin. 'It has the potential to revolutionize commercial and industrial buildings the same way 30 year fixed mortgages revolutionized the residential market.'
While Oakland County is the 20 th Michigan county to officially embrace PACE, it already has a number of PACE success stories within its borders. The City of Southfield was the first jurisdiction in the state to become a member of the Lean & Green Michigan PACE program. And two of the four completed PACE projects in Michigan have occurred in Oakland County, including Orion Township-based Powers Distributing. Powers successfully used PACE to finance a 95kW solar system on the roof of its recycling center as well as the installation of LED lighting throughout the facility. Program for All–Inclusive Care for the Elderly (PACE) The Program for All–Inclusive Care for the Elderly is a federally and state funded program that works towards helping the elderly live independently in the community. The goal is to keep them out of long term care for as long as possible. PACE coordinates all–inclusive medical and social services that meet the particular needs of eligible seniors who have remained in the community, but would otherwise need to be in long term care. PACE provides in–home care services in addition to transportation to adult day health care centers where participants can receive medical care, rehabilitative therapies, and social services. PACE Providers There are PACE providers located in San Francisco (serving Alameda, San Francisco and Santa Clara Counties), Sacramento (serving Sacramento County), Oakland (serving Alameda and Contra Costa Counties), Fresno (serving Fresno County) San Bernardino (Serving Riverside and San Bernardino County), Orange County (Serving Orange County), Los Angeles (serving Los Angeles County), and San Diego (serving San Diego County). Eligibility In order to be eligible for PACE, the applicant must be at least 55 years old and able to live in the community safely, meeting the level of care requirements determined by the California Department of Health Care Services.

Payment Options PACE is paid for by Medi–Cal and Medicare. Therefore, if an applicant has Medi–Cal, he/she is automatically eligible for PACE, paying the Share of Cost, if any, that is determined by Medi–Cal. If applicants have Medicare but no Medi–Cal, they can pay for the Medi–Cal portion of the fee privately.
If one spouse needs PACE services and the other spouse does not, it is important to note that the Medi–Cal spousal impoverishment provisions apply, which means that the non–PACE spouse can retain additional assets and income. PACE providers are paid by Medi–Cal like a managed care plan in which a set amount is paid per person whether services are used or not.

Participants cannot pick and choose which services they want to make use of. It is an all–inclusive program addressing various issues that seniors face in their daily lives concerning their health, brain function, social stimulation, and general quality of life.

Occupation, physical, speech, and recreational therapists. All health care services received by the PACE participant are received exclusively by this team. Important: You have to use the PACE healthcare providers. You cannot keep your own doctor. PACE and RCFEs If you are a resident in a Residential Care Facility for the Elderly, you can simultaneously be a participant in PACE. While PACE will not cover the costs of your room and board in the RCFE, it will pay for medical costs. It is a good option for those who are happy living in an RCFE (don’t want to move to an SNF) but need additional care and have high medical bills. Since RCFEs do not accept Medi–Cal, PACE can help ease the financial burden of residing in one by absorbing the resident’s medical costs. How to Apply.

A unique clean-energy financing program in Michigan has expanded in size to serve nearly 1.5 million residents, and is poised to add the state’s most populous county., which, is a private initiative to help cities and counties set up districts to administer Property Assessed Clean Energy, or PACE, programs. PACE programs enable property owners to finance efficiency upgrades and other energy improvements through a property tax assessment — meaning the debt stays with the property, rather than the owner, an arrangement that provides greater security for lenders. While Michigan has allowed PACE financing since 2010, few jurisdictions have the resources or expertise to administer the programs — so far, is the only city to set up a district on its own. Lean & Green Michigan provides that service, which founder Andrew Levin dubs “PACE in a box.” Levin says Lean & Green deals are funded through private-equity and bank partners, creating an “open market for all manner of private capital,” as he called it. “Let the market participants pay,” he said said. Include Johnson Controls, Lockheed Martin and Wells Fargo.
Under the program, an owner completes an energy audit, and then a lender underwrites the project. The third-party administrator reviews the owner proposal and, upon approval, the lender funds the project. Levin said entities such as banks, credit unions and private-equity firms finance the improvements, depending on the situation, although ultimately the property owner foots the bill. This month, Lean & Green added two more counties — in central Michigan, and Macomb County just north of Detroit — for a total of five jurisdictions now served by PACE programs. The first to sign on was the city of Southfield, a Detroit suburb, in June 2012.
Ingham County, which includes Lansing, and the Detroit suburb of Rochester Hills joined later. The next jurisdiction to join the program, according to a news release from Levin, will be Wayne County, which includes Detroit and its southern and western suburbs — a population of nearly 1.8 million people. Levin says Wayne County will vote on whether to formalize the arrangement in the coming weeks. “We are saving energy, reducing carbon emissions, reducing the need for fossil fuels, all together, to adding new renewable energy-generating capacity,” Levin told Midwest Energy News in April. “You have improved the business climate because you have this green thing going on in a market kind of way.” This article includes information previously reported by Christie Bleck for Midwest Energy News.
The City of Ann Arbor created an energy assessment district under Michigan PACE law (Act 270, 2010). Clean Energy Coalition (non-profit) along with the City staff is administering the program. The program has launched and applications from commercial property owners are being accepted. Minimum project size is $10,000, with a maximum being $350,000. Financing will be done through pooling the assessments and issuing a bond once the amount reaches $1 mill. The interest rate is expected to be less than 5%. The City is contemplating private placement or general bond market.
Loan Loss Reserve fund was established as a buffer for missed payments; the fund contains $393,000 (approximately 10 to 1 ratio). Energy audit is required to participate in the program (ASHRAE Level II and III). There are 7 pre-qualified auditors. The energy consumption will be tracked by collecting energy bills. Ann Arbor’s PACE program instituted a pre-screening process that is meant to determine whether it makes sense for a certain property owner to apply for financing.
During this process energy spending, loan –to-value ratio, and lender’s preliminal consent are determined. Such procedure came out of discussions with local and regional banks at the onset of the program. Program costs are as follows: $300 review & application, $230 title search, and $13 annual fee. The program has gotten a lot of attention in Ann Arbor partly due to McKinley Property Management’s involvement. McKinley’s owner is a PACE supporter and 5 McKinley’s properties applied for financing.

Residential Commercial Michigan Lean & Green is a state-wide PACE program, structured to allow every municipality to join after holding a public hearing and passing a resolution of intent and adoption. To date, Lean & Green Michigan covers counties and municipalities across the state. To see the list of participating counties and cities. The outreach efforts are systematic and driven by Lean & Green Michigan and supported by the Michigan Economic Development Corporation, The City of Southfield, a number of energy contractors, and ESCOs. Lean & Green staff has held a number of meetings with government officials, lenders, building owners, and energy contractors. Lean & Green Michigan allows municipalities to create a PACE district at no cost, with no need for new government staff or lengthy RFP processes, with access to private capital — and to do all of this cooperatively with other counties, cities and townships, building the regional economy. To create a PACE district with Lean & Green Michigan, a municipality simply votes to join by passing a local ordinance.
There’s no need to hire or train additional staff or go through lengthy RFP processes. What is more, Lean & Green Michigan can be tailored to incorporate the particular needs of each municipality. Lean & Green is open to a wide range of property types: very large manufacturing companies, industrial companies, smaller companies, apartment complexes, downtown businesses, office building, and data centers. The program is requiring lender consent. Lean & Green financing model is termed open-market or owner-arranged. Lean & Green with match property owners with financial institutions.
The minimum size of the project is $10,000 and there is no maximum size yet. There is no blanket audit requirement for participating properties, instead, the necessary audit will be determined on a case by case basis.
